Help for 4-wire fan

Hello,
I have a 4-pin CPU fan but I would like to use it as a case fan
but when I connect it to a 3-pin fan socket, the fan doesn't go above 1500 RPM at full speed.
I can't connect it any other way because of the notch on the connector.
Is there a way to make it work like a normal 3-pin fan?
Fan specifications:
Fan(s) 1 x 92 mm
RPM min: 1200 max: 2800
Airflow min. 36 CFM
Airflow max. 54.6 CFM
Noise min. 22 dB
Noise max. 34 dB
