I'm desperately looking for a song from the 80s that has a ringtone-like beat. It's women singing in English/American.

Haha! No, it wasn't a cartoon, it's the only way I found to represent it to you.
That said, I know it's a song that has been the subject of many ringtone (monophonic), hence the TIT TUT!!
If that helps you better like this (personally I doubt it...):
