Bluetooth connection issue

Windows 10: for all issues of "incomplete installation due to a limited connection":

Settings, Network & Internet, Wi-Fi, "Manage known networks," click on your network name, Properties, disable the "Set as metered connection" option.

Installations of printers and various devices should then proceed normally.
