Here is a solution for you to communicate using the MSG command on cmd.

You need to mutually share a folder. (even if the folder is empty).

Open Cmd

Enter the command on the same line

msg user /server:ComputerName "Hello"

User= The logon name of the remote workstation

/server:ComputerName = the name of the remote computer (You can find it in Control Panel/System/Computer Name) Example: /server:Nico-PC

Which gives: msg Nico /server:Nico-PC "Hello"
