Convert text files to m3u

Hello everyone, my problem is quite strange: I found the command to create a playlist in Notepad, using #EXTM3U and #EXTINF; however, I can't seem to convert this text file into an m3u playlist, as I'm unable to save it in this format.

I therefore ask if anyone knows how to create these files.

Rename the extension, then to create a truly basic "playlist," there's no need for geek commands; just the addresses to the files are sufficient. The commands are specific to Winamp, I believe, to define the characteristics of each track (duration, etc.) to be confirmed.
