Elm 327 ECU problem

I'm using a laptop, I installed scantool 1.13, connected an elm327 and plugged everything into the diagnostic socket of my Citroën C3.

At first, there was no communication between the PC and elm327, I had to reinstall the USB port drivers, so that's okay now, but now it's telling me that I don't have a connection with the ECU, but my socket is properly connected because the elm327 is powered at 12V by this socket.

So that's my issue.

I just bought the interface with the mini CD on an online auction site, indeed no access to the vehicle's ECU while the interface is recognized, it needs to be set to 38200 baud as mentioned and not 9600, but I believe it comes from the year of the vehicle, OBD2 is only mandatory in Europe after 2002 so my car is from 1998 so it’s probably OBD1 since it still has the diagnostic socket. I had no problem connecting it to my 2009 Clio, I was able to diagnose an issue with the IAT sensor which I replaced and since then no more problems, I'm thrilled.
