First of all, thank you for this post which helped me clarify my problem.

In fact, I called 0821 230 233. It’s a bit long at first.

I finally spoke to a PayPal customer service representative in Dublin.

She asked for confirmation of the email address used for payments with PayPal.

Since I have two addresses, she checked both. They no longer exist.

And to secure everything, she verifies the credit card numbers.

Regarding the spam you will receive again from PayPal, make sure to forward them

to the following address spoof@paypal.fr

This will help them track the scammers.

The Paypal number is indeed 070 359 905, I just did it but the opening hours are from 9 am to 5:30 pm from Monday to Friday!
You call the number and it asks you to choose 1 to continue in French!

I personally was scammed out of 630 euros by PayPal two weeks ago.

I received an email from service@paypal.fr indicating the receipt of a payment, with the buyer's email, transaction number, etc.

Two days later, my account was at ZERO!!!

Since then, I have sent about ten requests, and PayPal is playing dumb, not answering my questions, telling me that my phone line doesn't work (LIE!!!)

In short, they are trying to wear me down so that I abandon the case!

Seeing that they do not take responsibility and that they are mocking the customer, I feel forced to resort to the consumer protection agency...

then click on Call and you will have the call number 0800 942 890 (free) and a token valid for one hour (you can recreate tokens as often as you want each time you want to call. I called them three times in the same morning without any problem.
You will be asked to confirm your email address corresponding to your Paypal account.
You might get Emma on the other end of the line, very nice, who even made a commercial gesture. So, Paypal is not as bad as some claim.
As for scams, it’s that people often fall victim to phishing by pretending to be someone else. Scammers use exactly the same interfaces on the screen to deceive you better, but the difference is that the conversation is not secure.
Moral: as soon as you are chatting online, always check if you are in https (website address) or if your padlock (must be closed). Otherwise, abandon the conversation and especially never answer sensitive questions such as bank numbers, passwords, etc. without ensuring that this information will be transferred securely in https, with the s as secure, without the s you are in public mode and not protected.
On the other hand, all fraudulent emails do not exist in the moment you log in securely to your Paypal account and follow the details of the operations provided by Paypal!!!!
