Graphic scale / extreme values

Hello,
In a nutshell, I have a histogram with two extreme values, 1550 and 1500, and the rest of the values are between 0 and 20. I would like to interrupt the scale of the vertical axis at 25, so that there is a gap, and then have it continue from 1490 to 1600.
The goal is to see the differences between the small values without removing the extremes from the display.
I should mention that the logarithmic scale does not interest me, and I need to keep the untransformed values.
Is this possible in Excel 2007? If anyone has solutions using other software (Illustrator, etc.), I am also interested!
