Hello,
I always get the following message:
Sticky Keys
Pressing the left SHIFT key for 8 seconds activates Sticky Keys. Sticky Keys forces Windows to ignore brief or repeated keystrokes and slows down the repeat rate of the keyboard. To keep Sticky Keys active, click OK
To cancel Sticky Keys, click Cancel. To disable the key combination, click Settings.
And the same message for Filter Keys
I formatted my PC but still get the same message

Hello, do you call this "resolved"?
I just had the same issue, but I don't think changing the keyboard is the right solution. By accident, even with a new keyboard, you can repeat this mistake (8 seconds on the SHIFT key). For me, that's money thrown down the drain when there are much simpler solutions. I'll get to that, but first, I want to express my dissatisfaction with your way of marking topics as "resolved." If it's a teenager who makes a mistake, do you really think they're going to be able to buy a new keyboard? Honestly, your approach is ridiculous; I'm not talking about the solution "change the keyboard," I'm talking about "marking the topic as resolved." Anyway, moving on.
Here's a much simpler solution:
When you see the message pop up,
¤ click "cancel," but this still activates the filter keys, don't worry about that for now.
¤ start menu > control panel > accessibility options > accessibility options at the bottom. A window will open, don't change pages or it will close automatically.
¤ in this new window > "keyboard" tab > check "use filter keys" > ok > apply.
¤ you will see that if you try to type text, you will have to hold down the key for the letter to appear.
¤ repeat step 2 and 3 but uncheck "use filter keys" > apply > ok.
¤ to avoid repeating the "8 seconds SHIFT key" mistake, reopen the window in question > "keyboard" tab > in "filter keys" > settings > uncheck "use shortcut" > ok > apply > ok.
There you go,
if the problem persists, it may indeed be necessary to change the keyboard.
