In practice, it is extremely rare to absolutely need to know the subscriber's address, unless it's for a bad reason. Because there is ALWAYS another way to reach the person if there is a real urgency, even if you knew their address: for example, the police or gendarmerie, a neighbor, a shopkeeper, the building's caretaker (if there is one), or even a private detective who will agree (even in the middle of the night) to go on-site to alert the person. Of course, if you don't know the address, turning to a serious private detective (and there are some) is always the best solution to find someone (even very quickly) and not necessarily very expensive.
Obtaining a phone number from the 'do not call' list is illegal and dangerous for an ordinary individual; generally, a judicial authorization from an investigating judge is needed for the operator (whoever it may be) to provide the information.
