Outlook error (0x80042108)

Hello,
I just bought a new computer with Vista (...). I've set up my Outlook email, but I'm not receiving my emails (I can send them). I'm having the eternal problem with the message: The task “coetmulder@club-internet.fr - Receiving” reported an error (0x80042108): “Outlook cannot connect to the incoming mail server (POP3). If this message reappears, contact the server administrator or your Internet service provider."
I've visited several forums, tried disabling my antivirus (AVG 7.5), and thoroughly checked the incoming and outgoing email addresses, but nothing works. Could this be a problem related to Vista or to the email itself?
Can anyone do something for me?
