MUI Problem??

Question

Hello,
I have a big problem with something called MUI... I can't install anything from the internet without getting an error message saying "No MUI entry is loaded in the resource loader cache."
What does this message mean? What is MUI? Is it serious?

Another problem is that some programs that were already installed and used before are no longer working... I click on the icon and nothing happens! This problem has only been observed with Mozilla Firefox and Power Cinema from Packard Bell... I uninstalled Power Cinema, but I can't reinstall it because of this error message!

Are the two problems related??

I already ran a virus scan with AVG but found nothing...

Here I learned in the meantime that MUI actually meant "Multilingual User Interface"...
I don't really see what that has to do with installing a program O_o
So what should I do??? Install that famous pack everyone is talking about? Delete certain files?

I couldn't install certain programs in safe mode either because Windows Installer wouldn't start. In normal mode, the following error message displayed after every installation attempt: "No MUI entry is loaded in the resource loader cache". I tried starting the Windows Installer through Start -> Run -> services.msc in both normal and safe modes, but to no avail!
But by following this procedure, everything will work like a charm!!!!!!
It serves to repair Windows Installer:
1) Click on the Start menu, then on Run and type
msiexec /unreg
2) then confirm, then click on the Start menu, then on Run and type
msiexec /regserver, then confirm
WARNING: it is important to put a space after "msiexec" (that is, before the "/") and no space between the "/" and the rest!

Hi everyone, personally I had this problem and I solved it by updating the linguistic modules (for a total of 5,000 MB of updates, by the way!).
