this message is addressed to all the people who left messages concerning scams from Ivory Coast.
It's still a current issue; I too was contacted by email following ads posted on several free websites to sell my car.
It was just two days ago.
Be cautious if you receive emails from Mr. Havel and Mr. Patrick Leroy.
Honestly, I had a big doubt. However, here is the information
the first one told me he had been working for UNICEF for two years and that his wife was returning permanently to France and that she needed a car upon her return. He asked me for interior photos of my vehicle, which I provided because he wanted to show them to his wife. He received them and then sent me a new email saying that he was buying my car. He told me that he would send me the money by bank transfer so that I could keep the vehicle until early March, and in exchange, he wanted me to scan my registration document and the certificate of ownership. He also wanted all my contact details, home phone, mobile, address, etc. ... I replied that I couldn't reserve the car for him because other people from his country (Ivory Coast) had contacted me and that it would be the first one to come and see it that would get it.
Since then, no news.
The other one is a so-called lawyer, written in large in the email. He told me he was interested in my car because he wanted to buy it for his son who lives in France (Poitiers). He asked me for details about my vehicle and photos, which I provided. He replied that he would buy it quickly, so he proposed to send me a cash mandate to finalize the deal.
I replied that I was okay with an urgent cash mandate, not a regular one, and I told him that I still needed to pass the inspection and that I was waiting to be sure of the buyer before doing so.
Since then, no news.
It seems to me that they are scammers? What do you think? Thank you for replying.

Attention, the registration document and the serial numbers it contains are not confidential but can be used to re-register a stolen car! Therefore, they should never be sent by email or fax to anyone other than a mechanic or parts supplier. The requested documents are the only ones that no one else but you can obtain regarding your car... be cautious and hand over these documents only in person!

Hello, where is your client from or where did you send the documents? Ivory Coast, in particular, is full of scammers. Tell your client that you will only deliver the vehicle 15 days to 3 weeks after your bank has received their payment, when you are 100% sure that your account has been officially credited, because just because the money appears immediately in your account doesn't mean your bank won't debit you 15 days later. If the vehicle is gone by then, it will be too late.
I made this condition of 2 to 3 weeks to about ten Ivorians in one month, and since then, I've had radio silence from each of them, which is proof of attempted scams. -

I'm speaking from experience as since Sunday when I put my car up for sale, I've received at least 15 purchase offers from Côte d'Ivoire!! Good luck and don't accept these offers. -

I think that many of you are being fooled because you don't know Abidjan!!!!! Today, the cybercafés in the country are filled with cybercriminals, whether Ivorian or not, and very often with uneducated minors. Even on dating sites, we still encounter them!!!!!!
Be much more vigilant to avoid these scams because they are ruining our professional environment and tarnishing the image of this country, already sufficiently destroyed by the current government.

Scams are very real, here’s how they operate:
1/ They spot a new vehicle ad on websites (Scout 24, Le Bon Coin) through the search engine.
2/ They email you asking for additional photos.
3/ They spin a tale saying they are busy for professional reasons, that they reside in Côte d'Ivoire, and that they want the vehicle immediately.
4/ They typically don't try to negotiate the price.
5/ They ask for your bank details, address, or photocopies of various documents (ID card, registration certificate).
6/ Generally, they say they want to pay by bank transfer or money order, or exceptionally by a cashier's check. In the latter case, they ask you to pay an amount (which is not rounded to avoid raising suspicion, generally around 500 euros) for "brokerage" fees or other bank charges.
7/ For transfers, they proceed in the same way; they contact you again saying the amount is blocked in customs or some other ridiculous reason and that you need to send money via Western Union to unlock that amount. Many people end up sending thousands of euros.... It should be noted that Côte d'Ivoire is full of small crooks found in internet cafés, the French authorities cannot do anything because this country is plagued by corruption. If you send money via Western Union, the "postmen" who receive the money give it to a third party without any identity document, leaving no trace; the "postman" is "compensated" and takes his commission. Advice: never send money when the rule is that you are the seller, so don’t give any money at all... If the money is "blocked," let them deal with it. Last piece of advice: do not send identity documents by fax or scan, they use your identity to trap others and you could be implicated IN FRANCE by the authorities... I conducted a very serious investigation on this subject. I have quite a few email addresses of these scammers. That’s it for the advice.

I called him, he wanted to make a wire transfer, I told him that I do not give out my account number, he agreed to send me a bank check by registered mail on the condition that I send him a copy of my ID, address, and phone number.

It’s not clear, but if you want, I can send you the list of so-called buyers from abroad (the list is long), and in my opinion, this is not over.

Thanks to Isa and her list of names, I was able to verify that it was a scam.
Indeed, having been contacted by GRESLEBIN Vincent Raoul, with a photocopy of his identity card, I advanced in the negotiation to sell my vehicle until he asked me to pay 250 euros to Gustave AKA (tel. 00 225 66458773) via Western Union due to the law in Côte d'Ivoire aimed at preventing money transfer for terrorist activities.
In addition to the photocopy of GRESLEBIN, I received a copy of the check by email.
Everything seemed legitimate, I even called GRESLEBIN on the phone at 00 225 02507849 and he confirmed that the law in Côte d'Ivoire indeed required the seller to pay the 250 euros.
I went to Google to search for information on the legislation in Côte d'Ivoire but found nothing.
I went to inquire at Bank of Africa to verify the validity of the check but received no response.
I searched for GRESLEBIN in the French directory, but found no Vincent Raoul.
Finally, I searched for GRESLEBIN on Google as well and came across this site.

I am not falling into the trap; a warning at the bottom of the email alerts about scams from emails coming from Côte d'Ivoire.
Is there really nothing else to do to make this stop?

I just got stupidly caught and discovered too late the scam site from Côte d'Ivoire. So that others don’t fall for it, here’s how the affair unfolded.
We placed an ad in a free newspaper for a motorhome. This sale was happening in the context of difficulties following job loss. We received a proposal by email from a certain Arnaud VIERA, with an address and email in Abidjan. After several exchanges of emails, the affair gradually moved towards a conclusion.
These scammers designated a payment procedure via Barclays Bank in England with a phone number 00447031954774 and a contact Mr. Narush BURTON. The contact was logically established, confirming the transfer in progress of 32,500 euros.
By email from his partner, Mrs. VIERA, she informed us that according to the current legislation in Côte d'Ivoire, a tax on exchanges must be paid to avoid money laundering.
They would pay 1,800 euros and we would pay 795.95 euros. They announced they would cover this amount which would be transferred to us along with the principal of 32,500 euros. A strong pressure (email "arnaud.Viera@yahoo.fr" and mobile phone 0022548490 to finalize the deal) made us dive in and a transfer via Western Union was made at 12:49 for the amount of 795.95 euros addressed to a certain Cisse MORY with a plausible address 4 plateau rue de l'économie et des finances 04 bp 4444 ABIDJAN, Côte d'Ivoire.
At the request of VIERA, contact was made with the English scammer Narush BURTON, who was handling the transaction.
Trusting, I provided the transaction number.
Immediately this scammer tried to make me swallow that another unspecified tax had not been reported and that’s when I understood the scam. Too late. At 14:20 I went to the post office that issued the cash mandate, but it had already been cashed.
I now have to file a complaint with the gendarmerie and a request for an investigation with Western Union to try to find out who cashed the amount in ABIDJAN.
What remains is to blame myself for being so foolish and to digest the loss of 800 euros while I’m already going through a difficult situation. May this message serve especially to other people who I hope will be wiser than me and take the precaution to read all these messages before believing in the miracle well orchestrated by a band of organized bastards. In the field of fraud, Africa has nothing to envy from Europe. The bastards always learn very quickly.-

To be helpful to others and hinder the activity of these small "businesses"
it would be preferable:
1°) to copy on this forum:
- the received emails (making sure to remove your personal information)
- the email addresses used by the scammers
- and if it is an ad: also copy the address of the site where you found this ad and the references of the ad (in this case, do not forget to report this ad to the site that publishes it so that it can be promptly removed.
2°) Report the scam on the site that has just been created by the Ministry of the Interior:

3°) File a complaint at the nearest police station or gendarmerie, bringing all the information you have:
- references of the money transfers made,
