Here is the type of PayPal scam email, and I rushed in headfirst... 2350 euros in two days before my bank got concerned:
Dear Customer:
PayPal is constantly striving to ensure security by regularly reviewing accounts on its system. We have recently reviewed your account and we need more information in order to provide you with a secure service. As long as we cannot collect this information, your access to sensitive account functions remains restricted. We apologize for the inconvenience and hope to restore access to your account as soon as possible.
Why is my account access restricted?
Your account access has been restricted for one or more of the following reasons:
Your account may have been used by a third party. We have restricted access to sensitive functions of the PayPal account, in case it is being used by an unauthorized third party. We understand that restricted access can be inconvenient, but protecting your account is our top priority.
We have tried to contact you by phone but you were unreachable; this email is the last reminder for you to log in to PayPal as soon as possible. Click on the activation link, we will provide you with the necessary steps to restore access to your account.

I regularly receive this email (about once a month) even though I never use my PayPal account! There's nothing on it, I've never made or received any payments, it has never been active. Sometimes I'm told it's been limited, other times that it needs to be updated, etc...

I received the same message as you, and indeed it is a scam. In fact, I received today:

Due to your recent fraudulent transaction, we have published the following text regarding security requirements.
It has come to our attention that 98% of all fraudulent transactions are caused by members using stolen credit cards to buy or sell existing items. Therefore, we ask our members to add a debit/card Arrival to their billing documents as part of our commitment to protect your account and reduce cases of fraud on our site. Your debit/Check card will be used solely to identify you. If you could please take 5-10 minutes of your online experience to update your records, you won’t encounter issues in the future with PayPal service. However, the failure to confirm your records will result in the suspension of your account."
It is urging me to urgently reactivate my account and provide my banking details....
Because of PAYPAL, I had my credit card hacked just a year ago, it was in January 2008, over 800 euros were debited from my card.... so saying that PAYPAL is a safe and secure site is false!!! I no longer wish to use this site, fortunately, I was insured and my bank refunded everything, but in the meantime, I had several payments that did not go through and it put me in a huge mess!!!
For me, PAYPAL is over!!!!

I removed my bank account number and the name of my bank on PayPal, and I also informed the PayPal Security Center which is: 'spoof@paypal.com'. When I receive emails, the links are also rated, hence the interest in mentioning it here.
I assume that fake emails will not be rated or will be rated poorly so you can identify them faster. I haven't received a fraudulent Paypal email yet, so I haven't been able to verify it myself (and I frankly prefer not to have verified it, lol).
So here’s my advice: test this software, it doesn’t cost anything and you will navigate more peacefully (it's still better to be cautious, though ;-) ).

I have just discovered the FORUMS on PAYPAL scams this afternoon, and for good reason, I opened a PAYPAL account at ... 1:00 PM today... So it’s not the fraudulent emails that made me “consult” (I haven't received any yet), but another ... scam (less in “amount”, but many others like me must be victims...)! Certainly by the thousands, actually!! (That reassures me, I’m not the only “fool” on this earth...!).
But before stating it, I want to point out that without all these forums discussing these very serious subjects, (I've been working on this for over 5 hours...), I think I would have been taken in (yet I am rather cautious, careful, etc...)... But oh well! (at my age, one tends to be ... “cautious”!).
Following my registration which went rather well, and after my “scam” (but more due to the seller than to Paypal, though...?), I have already received 6 emails from Paypal: confirmation of account opening, card creation, deposit, purchase, etc., knowing that I changed my credit card number 3 times to be able to pay through e.credit card (for security), but I needed one for the preliminary registration (1.50E), plus one for the purchase (27E), but since the purchase went “badly”, I had to start all over again... since the amounts via e.credit card are exact down to the cent ... !
So, I confirm:
1°) HTPPS and not HTPP for the real Paypal site
2°) They address you: “Hello First Name LAST NAME” and not “Dear Internet User” or the like...
3°) Their address is always in Luxembourg:

4°) I found no spelling, grammatical or syntax errors in their letters (noting that I have been a secretary for over 35 years, I watch for that!!
Here is my testimony for the “spams”, if it can also help others...
But for my scam, it’s quite silly, but oh well!!
I wanted to order an e.book online, downloadable as soon as the payment was made, which would allow me later to resell it “legally” (with a purchase of a license...!) for... life! Since I was paying for the purchase, I might as well profit from it to resell it later and try to “make back” my purchase (or at least try... !). Without hesitation, I opened a “Paypal” account for this purpose, since for the purchase itself I could manage with my e.credit card, which I usually do... But Paypal is necessary as soon as you have to receive sums later... (especially if those are supposed to be regular... which is not yet proven, but oh well... that’s not the topic!).
So, I “naively” clicked on the “order now” link from the merchant site that only went through Paypal, but still convinced that this link would take me to a “cart” or some other form of order before payment... And well no, I arrived directly on Paypal... No “cart”, no “order”, in short...
Well, I opened my account, made my e.credit card of 1.50 E for registration, and made another e.credit card (out of obligation) for my purchase (27 E)... hoping not to have to wait the 2/3 days for the necessary verification of my card to receive my product that I was eager to get (by the way: a software for subliminal written suggestions to, among other things, treat anxieties!! A “great” thing... !).
But there Paypal rejected me, not accepting the new card... (I only figured out how to do it later...). Well, I tried to exit Paypal and go back to the site to “register” and leave my email and details to receive my e.book, but the merchant site’s link no longer led to anything at all...!!! I searched “everywhere” for a registration form: NADA! I rummaged for a little email or a little phone number or a little address: NADA! From there, I realized, in horror, that this site, on which I had “stumbled” by chance, didn’t even have a name!!! I just paid for an “item”, but I couldn’t ... order it!!!!!!!
In the meantime (very very very quickly... !!!!!!!), Paypal had already processed the 2 transactions: debiting my bank account, and crediting the seller’s account!!!! I’m in trouble: impossible to “call” anyone or write!! Nor know to whom or where!!
However, Paypal sent me the Receipt of my purchase, on which appears a name of a hosting site (pyramid selling system) and an email of the individual/seller... Hold on: both were “invalid”!!! The first indicated “.fr” as the extension while it's an American site (thus certainly “.US” or “.com”, and the email (to which I wrote...) bounced back: “invalid”!!! I spent my afternoon writing emails everywhere: Paypal, the site, the seller; in short, nothing got through.
I then decided to “open” a dispute case on Paypal for “product not received”, even though they require a 7-day delay for the potential time necessary for delivery...
(My delivery cannot be made anywhere, due to lack of email address or address at all, I see no point in waiting 7 days...!). They sent me a confirmation email of my “dispute” in which appears a valid email this time from the hosting site!!!! I immediately wrote to this site (the American site, thus), sending them all my “claim” emails as a copy and threatening to file a complaint with the Gendarmerie for “fraud” (collecting dividends for a sale that cannot be concluded...!).
You may believe me or not, but 5 minutes later I received their acknowledgment of receipt of my dispute!!!
But the height of it, completely “scripted”, unreadable, and of course, an automatic email!!! As for the seller, I don’t think I’ll ever hear from them... So aside from an arrangement with the hosting site (American), or with Paypal, I think I’ll have to write off my 27E... (Which would have been the same with 300/400 E or more!!!).
In short, all this to warn you to never click on “Order now” without ensuring that the site and/or seller is indeed “real”, “reachable”, with valid, still working contact details, etc... AFTER PAYMENT!!!!!!!!!!! Because I admit, in this instance, I truly got caught, I who am usually so “careful”!!!!!!
Because in this story, it’s the seller who will “collect” the money (and not the site) since their details still exist on Paypal even if they no longer exist on the site, or it could be Paypal that keeps it under “cover”, under the false pretext that a dispute is ... ongoing!!!!! It certainly can't be the “site” (the only possible contact today...), since it’s just a simple host of pyramid systems... !
My (my) question(s) are thus the following:
- how can Paypal accept to transfer sums to sellers whose email is not (anymore) valid? (without ensuring and verifying anything...?)
- is the prior financial transaction for a product not “commercializable” later legal?
I have to call the Gendarmerie (service specialized in the Web...), because I sense a “scam” on a very very very large scale with this system!!! (27E multiplied by hundreds of millions of people, just imagine ... !!!
