Gaming PC startup issue

Hello, following an upgrade to Windows 25H2 my gaming PC crashes at startup. It performs a sequence of indicator lights (GPU light; boot light; then DRAM light) and all of that infinitely, which prevents me from reaching Windows to repair it. I have checked and tested my RAM, I just replaced the graphics card and my build is less than a year old. Knowing that this is a PC I built myself and the only changes made recently are the graphics card three weeks ago from an RX 6650XT to an RX 9060XT.

My config:

Processor: Ryzen 5 7500F

GPU: RX 9060XT XFX

Motherboard: MSI B650-S Pro WiFi

Power supply: MSI A650 BNP 80+ Bronze

SSD: Biwin M350 1TB

    Is the BIOS up to date?

    Clearing CMOS before updating could also help.

    Often the manual indicates how.

    1. Disconnect the power.

    2. Remove the CR2032 battery

    3. Check if you have a jumper on pins with CLR_CMOS or CLRTC written next to them

    If it is there with 3 pins, move it over the other pins X X O > O X X for at least 10 seconds.

    If you don't have it, simply short-circuit the two pins with a screwdriver or another metal object for at least 10 seconds to discharge the capacitors.

    Sometimes short-circuiting the two contacts of the battery holder can do the same.

    4. Put the jumper back to how it was before, or stop short-circuiting.

    5. Reinsert the battery.

    6. Reconnect the power.

    7. Start the PC.

    8. Reconfigure the BIOS
