Hello, for the past few days the hourglass has been appearing quite frequently on my screen, as if it is loading something when there is nothing.

What could be causing this?

     I should clarify that the hourglass, when it appears, is located to the right of the cursor.

    This is normal.

    You seem to be using a VPN, if I'm not mistaken, if so, try uninstalling it or disabling it.

    Also check in Windows Update if there are any updates being installed or downloaded.
