Hello,
Can you tell me if I can use my Dell Latitude 7490 laptop equipped with a SIM card as a mobile phone and thus send and receive SMS?
It works great for the Internet.

Hello,
are you sure that your internet access is really going through the SIM card... of the PC..?
In principle, you should be able to make calls, receive and send SMS... BUT.
You need to consider the services offered by the SIM card provider...
3G, 4G, 5G... which ISP... how far from the relay tower..? Contract, Plan.
However, to make calls, you will need an application, like those on Smartphones... but on Windows and not Android or iOS...
Similarly, you will need an application for SMS...

Yes, I am sure that my internet access is through the SIM card, as I have neither a box nor Wi-Fi, and I don't have a smartphone either.
My ISP is SFR, and I have access to 5G and 200 GB.
Do you know of an application for making calls on Windows and the same for SMS?
The two links I consulted did not provide any answers for Windows.

Is this PC actually running Windows... and what version..?
Because now, you can find everything, even emulators on Android..
The transition to using telephony on PC is not easy... it often involves an Android emulator on Windows and getting your phone to work through that emulator... here's what I found.

I can't install the Amazon AppStore on my machine.

Do you have a phone number..? that matches your SIM card...
-- The idea to get this working on your PC would be to install an Android emulator on your Windows... Then the "Phone" app in the Android emulator and I imagine it should work....?? but you need to try it out to prove it.
So that's the idea... if you do it, I'm interested to know the feedback on your experience.

It's not easy, the problem doesn't lie with the operating system but with the fact that the SIMs on PCs are only designed for mobile data.
For phone/SMS, you need the appropriate hardware and software layer, in French a specific dongle (like the old non-GSM modems), but that's quite a budget.
