My PC is in English since the Windows update...

I’m writing this post because I’m at my wits' end!

For the past few days - I no longer remember the date - my PC underwent an update. And after this update, everything on my PC was in English...
It's an MSi laptop running Windows.
I went to the "Time & Language" settings — "Language & Region".
At the top is the tab “Windows Display Language” with the ONLY option "English (United States)".
Right below, it offers me "Add a Language" so I want to add "Français (France)" but it appears grayed out (I can’t click on it). Makes sense since it already shows under the big "Preferred Language" bar with the ONLY option "Language Options" (I can’t remove it either).
In "Language Options", I see "Download", I click on it, it indicates "Installed" but when I go back to this page, it shows "Download" again.
Honestly, I gave in... I used A.I. to find out how to proceed...
It advised me to go through PowerShell - but I had an old version so it made me download PowerShell 7. The problem is that even when I input the code it suggested, everything remains in English.
I even opened it normally and as Admin, created an account, asked to see the language, requested to force the installation of French, restarted, etc., but nothing works.
Seriously, at this point... I don’t know what to do.
So, I’m turning to you because I know, I feel it deep down in my being, that a pro is hiding among you to solve this issue...

Yes. I do have "Windows Display Language" but it is stuck on "English (United States)." When I click on it, no other languages are offered.
So I've selected French (France) in "Preferred Language" — "Add Language" but it is not downloading. The "Download" tab remains visible and I cannot select it to replace "English (United States)" regarding "Windows Display Language."

Unless you find a last-minute solution, if you want to reinstall everything from scratch (to avoid future inconveniences too?), because afterwards there may be consequences, such as parts of Windows not being translated, or preventing you from repairing without data loss using an ISO of the desired language.
Back up your data, bookmarks or browser profile, the list of programs to reinstall, etc., your drivers on a USB stick using Driver Magician Lite, or IOBit Driver Booster on Giveaway (Be careful during installation, regarding third-party programs), to keep everything organized afterwards.
Use the link to download the Windows French France ISO to create a USB stick (minimum 8GB) to update, repair, or install Windows.

Once you have the Windows ISO file, you can create a Bootable USB stick with Rufus.

In GPT mode for EFI.
Boot from it using the PC's Boot Menu key.
You can search on Google "[Brand Model] Boot Menu Key".
Choose "Custom Installation" (Not upgrade).
You don’t have to format if there is space; if there are data, they will end up in a Windows.old folder (which will be deleted automatically after 10 days).
Install on the same partition, or alternatively, delete all system partitions and create a new one (this will delete the data).
I reinstalled the language, but there is a crash at this point.
The package does not install correctly, and I don't know the reason.
Regarding the Windows restart, I have already done it six times now.
If it were my PC, I would reinstall it from scratch.
Yes, exactly... That was my last option considered.
