On "Outlook Office 365", I regularly receive emails with attachments and a blank "message portion".
What is that about?
Why is there this message portion?

The situation does not seem to be due to your email software, but to the sender.
There is no clearly documented explanation other than that it seems to occur only when this sender has forwarded a message themselves; some suggest that it is more likely to happen if the sender is on MacOS or if this dispatch goes through a Microsoft Exchange server.
Also check if you have not received only one of several attachments and if so, whether it has a different format from the others (for example, pdf).
Poorly formatted emails from an Outlook sender (neither in HTML nor in plain text but in RTF) can result in an unreadable file in DAT format, but in principle, this is only for non-Outlook recipients, and everything would be unreadable.

As I said, I have no certainty about the nature of the problem.
One thing we do know is that the issue does not come from a poorly formatted RTF email; it is specific to Outlook software.
However, it may relate to the account used in Thunderbird if it is a specific type of account (for example, Microsoft accounts like Hotmail and similar, or Gmail accounts) or, as mentioned earlier, if it is a message forwarded by the sender.
Depending on the case, to gain more clarity, the message should be sent from another account if the sender has multiple ones, or it should be written fresh and not forwarded if that is the case.
