Hello, I have a new phone, my Google account has my old phone set as the primary device. How do I make my new phone the primary device? My phone number is the same. Thank you

No, it doesn't work with the same number; it's the device that counts. My new phone is an iPhone, and the old one is a Xiaomi Redmi Note 8, and I inserted my SIM card into the iPhone. I can log into my Google account EXCEPT that I needed PERMISSION on the Xiaomi with a code sent to the Xiaomi even though it no longer has the SIM card. I'm struggling to make my new phone the primary device and not the Xiaomi anymore; I've searched on Google, and I can't find anything ????

I don't use my old phone much anymore; both are Android.
Both connect to the Google account without any problem when the SIM card is inserted or even without it (Wi-Fi), and neither one takes precedence over the other.
If you have set up your Google account to notify a specific device when it connects, Google will comply, but even if permission is requested, it relies on the backup method established, which is a SMS number or an email address, not a physical phone.

Hello,
How your data is processed when transferring your account
When you transfer your account to a new device...

Hello,
The transfer is indeed not difficult, the notion of "main device" is more surprising.
In the scenario where the phone number is the same, and for some reason both phones are used alternately with the same SIM card, there is no way for Google to regard one of the two devices as "main" over the other.
