I just received this email and I wanted to know if participation is on a voluntary basis, whether those interested can register or not.

This is just an invitation to participate in a conference regarding everyday digital security.
Many people struggle with digitized procedures and often get scammed (it must also be acknowledged that within this government agency, IT security is not a priority at all).
