Google Play store incomplete purchase

I have a Samsung Galaxy Tab SMT-235. For the past 3 weeks, I have been unable to finalize purchases of items through applications on the Google Play Store. During the two-step validation, I receive the following message [OR-PMSA-35 unable to validate the use of this card with your bank. Please retry or contact your bank if the problem persists], however, I have no issues with my bank or my credit card.
