    On Cisco routers, there is a NVRAM that stores the configuration and the router's time, somewhat like the CMOS RAM of a PC, it must also be maintained by a battery, security keys can also be stored there, but like a PC, it is a different area from RAM where routing tables, ARP, NAT .... and packets waiting for transmission are stored, as well as the IOS copied from flash memory at startup that is copied into RAM to be executed faster, all of this is not maintained in case of a power outage unlike NVRAM.

    But all of this depends on the router model, not all of them do exactly the same thing with their RAM, the older ones ran code from ROM or flash afterward.
