The new TomTom comes with a car charger and a charger that plugs into a USB port on your computer.
After that, you can charge it either on a PC or in the car...
As for the rest, it seems that the battery in your case is starting to show weaknesses, which is normal after several years of use, so there comes a time when you need to invest.
Replacing the battery in an old GPS that is no longer eligible for updates is not really cost-effective.

A battery for less than €10 and a bit of labor is better for the planet ;-)
Moreover, you can "find" the updated maps (v11 or more) for Tomtom without any issues... Even from Tomtom, although it's a bit pricey... Tomtom Update or Tomtom SupportSee you later

If you have the USB cable (USB <-> Mini USB), there's no problem charging it on a PC; the voltage is standard via USB...
If you turn on the TomTom while it's connected to the PC, it will ask you if you want to "access" the content (like a USB stick), so be careful not to delete anything...See you later
