How to change your Facebook username?

Hello,
I would like to know how to change my username on Facebook.
I went to Account Settings => Profiles => clicked on my account => Username. I see the place to enter the username. Below, I have this written in red:
“You cannot choose a username at this time.”
I don't know why. I waited 65 days just in case and the message remains the same.
Furthermore, I tried to provide a phone number. I can't find how to do it. I went to About => General Info and Contact => Add a mobile phone. It sends me to Settings and Privacy, and I can't find anything to enter it.

Thank you for the response, but it's not the first and last name that I can't change. It's the "username." Here's what I see (I typed a random name for the example and tried several):

Before creating a new account, I would have liked to have an official source to be sure that there is no other way. I couldn't find anything in Facebook's help section, but it's a maze.
