When you use an emoji, it moves to the top of the recently used emojis - that is, the top left - which shifts the others one position to the right.

And if you use an emoji that wasn't part of the box reserved for recently used emojis, it will take the first place in that box - as explained previously - and the emoji at the last position - that is, the bottom right - will be removed from the box. You will no longer have access to it - in said box - unless you click on it again from the other boxes - which will then take the first place of the recently used emojis and expel the one that was in the last position.

Regarding the second question, it seems to me that this is not possible. However, if you want to reorganize the box of recently used emojis, you can do so by clicking on all the emojis you want to add from the other boxes - knowing that the first one you click will move one spot to the right as you click on other emojis.

In other words, if you want to put twenty new ones in hopes that the "tree" is first, you will need to click on the 19 first and then on the "tree" in the 20th position for it to be placed first.
