Slow Download Speed

Good evening,
Before resetting my PC, I still want to explain my problem. Recently with Steam, for about 2 days now, my games are downloading at around 500 KB/sec and sometimes it drops to 0 with occasional spikes for a few seconds at 5 or 6 MB/sec. My son can no longer play online; it's become too slow. I contacted Orange support who reset my box, but it didn't help. When I run an online speed test, it shows a normal speed, which is also something I don't understand.
I had a virus removed by Windows Defender, but it seems to keep coming back. I'm wondering if that's the problem. If no one can find a solution for me, I'm thinking of doing a complete reset of my PC tomorrow.

Are you connected via WiFi, Ethernet, or Powerline PLC?
If you are connected via Powerline or WiFi, try connecting directly with an Ethernet cable to the Livebox.
If you are using a VPN, try without the VPN.
If this occurs only with Steam, it is likely due to Steam's servers being overloaded and only able to provide low bandwidth.
To see if your PC is infected, follow these steps.
Download FRST after downloading save it to your desktop then right-click on FRST and select Run as administrator you will see this:
Click on Scan
Warning, wait for the messages stating that the scan is complete.
At the end of the scan, you will have two text files on your desktop FRST and Addition.
Then send the FRST and ADDITION reports to PJJOINT and then give the two links generated by PJJOINT in your reply.
