Alt key that opens the Windows start menu

Hello, I'm making this little post because I've had a problem for a few days. Basically, when I press the ALT key, it opens the Start menu, and when I try to do ALT-TAB while I'm gaming, it opens the timeline thing, and I honestly can't find a solution, so I'm turning to you to see if anyone has a solution... basically, the Alt and Windows keys are swapped.

    Perhaps you need to set the keyboard to "French-France."
