HP OMEN laptop fans too noisy

Hello, I just got an HP OMEN Laptop, not brand new, but still ... :)
THE BIG problem I'm facing: a huge and annoying noise from the two fans located underneath ...
I've searched for tips, tutorials, but nothing clear or really concrete!
Who could help me reduce this noise???

Hello, gaming graphics cards consume resources, and with a 300W power supply, they must generate quite a bit of heat. We could add an additional fan platform, but the noise level should be at a minimum of 20dB.

I already had one, I tried but no effect...
The fans are running at maximum non-stop while the air being ejected isn't even truly hot
At startup, under DOS = nothing, as soon as Windows (11) arrives = it starts
... there must be another solution, especially when used for something other than "resource-hungry" programs...

I created a profile in the 'Power Options' of Windows by reducing the CPU to 90%, and there's already a slight audible change... but the goal is not to have a PC that runs the CPU below its capabilities..... ^^^^
