The situation is generally due to "branded" PCs that are already a bit old and where it is the manufacturer who is responsible for providing updates, not Microsoft, and they are no longer doing so.

So when the current version reaches its normal end of service, we are all the more likely to see this message since Windows Update, by definition, no longer works.

There are several workarounds, such as the Media Creation Tool as suggested, or if the initial version is at least 2004, the application of the activation package with the appropriate KB which is faster:

My PC is an ASUS FX550J from early 2017.

I see that my version W is 1909.
