That's not going to be possible. This format comes from Filmora and it is the proprietary editing format for this application.
So it's not a video file but a "project" file, and no conversion is possible.
The only option would be to find this program to be able to open this file, BUT all the components of this project (video/audio sequences/effects/etc.) must also be present on the machine in the same locations as during the editing.
Then it would be possible to export in a video format from Filmora.
