Yes, these components are compatible.

Graphics cards use standard connectors, and the GT1030 does not require any special power supply, so no problem.
For Windows 11, you need to disable CSM, and enable secure boot and TPM 2.0 virtualization in the BIOS. -

Well, at that price, you can manage to do better than a laptop with a gaming desktop (for example, a makeshift setup with screen, keyboard, mouse, Wi-Fi > (https://www.topachat.com/pages/configomatic.php?c=3j6QL7nJgXl0dgdp2nWAE55ZnE930aszH5eIXSITskM%3D)
But it depends on your needs.
A laptop at that price will be better than the setup you mentioned above anyway.
