Hello, a friend recently built his PC, but when he turns it on, a message appears: "Reboot and Select proper Boot Device

Hello,
The message > Reboot and Select proper Boot Device
means that it cannot find the boot device, it cannot locate the hard drive where Windows is installed. If Windows has been installed on a hard drive, you need to go into the BIOS > boot options and set the hard drive where Windows is installed as the first option, then press F10 to save and exit.
If everything goes well, the PC should boot into Windows. If Windows is not installed, you need to install it and then it should work.
