IP address from another country while I'm not using a VPN???

Hello,

When I logged in this morning, I noticed that my youtube was showing "youtube PL" instead of "youtube DZ" (I'm in Algeria), so I checked my IP address and, to my surprise, I found a Polish IP address, as if I were using a VPN (screenshot attached)

I want to make it clear that I had NO vpn activated on my PC; I checked the icons at the bottom right of the screen.

It returned "to normal" 10 or 15 minutes later, without me doing anything at all.

I want to point out that I noticed a change. The wifi icon at the bottom right of my laptop screen, which is usually that famous wave icon, had changed to a square icon with a dot. https://prnt.sc/10rvu3j
And just when it returned to the wave icon, I got my Algerian IP back.

What could this be due to? Did someone hack me? Or is it my internet provider testing strange things?

    It’s interesting, but hard to say; it’s possible that your ISP actually messed around and routed your connection at that moment to a CGN that shows on a leased IP with the carrier M247.
    M247 isn’t really an ISP but a carrier; they have IP networks scattered around the world (AS 9009) managing a million shared IP addresses.
    The company Edis using the address is Austrian.
    It’s also possible that your ISP is in the process of buying this address range; IPv4 addresses are becoming scarce everywhere, and the location of certain address blocks can change overnight.
    This adds to my disgust for the principle of all these idiot sites that use IP addresses to locate people.
    It’s a shame that YouTube doesn’t set an example in this area.
