Why is the "add" button no longer appearing after a friend request?

Hello,
I sent a friend request, and a few weeks later, when I checked, I noticed that my request no longer appeared in my "sent requests" and that I could no longer make a friend request on the person's profile either. I can send them messages, but I cannot send a friend request!
If the person had blocked me, I wouldn't even be able to contact them, and if they had only deleted my request, the "add" button would have appeared instead of "request sent." We have quite a few mutual friends, so I wanted to know what this person might have done to prevent me from accessing the "add" function. The "ignore" option no longer exists, so does that mean that now when someone deletes a request, the person can no longer send another one?
