after a system update it is often recommended to reset, check on the Xiaomi community otherwise I personally changed the native Xiaomi messaging app to Google Messages, it is much more complete.

  I solved the problem for activating links in the messaging app on the Redmi Note 8 Pro
  
  1) Go to settings
  2) App menu
  3) Permissions
  4) Permissions
  5) Go to the SMS menu and click on Messages
  6) Show all permissions and click on the small dots at the top right
  7) The menu displays all the permissions (click on it)
  8) Scroll down to the SMS menu and click on the WAP text message receive menu and grant permission.
  
  There it is, it works for me now.
