Order of views on Snap

Hello,
I would like to know what the order of views on Snap stories means; the people who appear at the very bottom are the ones who stalk us the most, right?

    So I noticed several things: Those who watch you the most are at the top, but sometimes the first ones to look at your story stay at the top... it maybe depends on the names of the people you have in your friends.
