Windows 10 stuck on "Welcome" then extremely slow

Hello,
I have several problems with my Windows 10.
1/ When I turn it on, once the loading with the Windows logo is finished, it says "Welcome" with my username and loads, but the problem is that this loading takes about 1 hour.
2/ When it finally turns on, it is very slow; it takes about half an hour to open Google. And most of the actions I try to perform don't work at all.
3/ I can't even open the "Start" menu; I tried both ways to open it (by clicking at the bottom left/pressing the "Windows" key), but it doesn't open.
I have already searched on plenty of forums, on Microsoft sites, and they say everywhere to start in safe mode, but they don't say how to fix the problem. They also say how to exit safe mode: "Just restart the computer", but when I restart the computer, it’s exactly the same; it takes 1 hour to display the desktop, and then it is extremely slow.
If someone could help me, I would really appreciate it.

Hi, several options:
Open a PowerShell window (admin) and enter the command:
CHKDSK /F /R
Respond with "Y" and restart the PC On restart, let the process continue
Restart in safe mode, then open a PowerShell window (admin) and enter the command:
SFC /SCANNOW
Without restarting, still in a PowerShell (admin) window, paste the command:
dism /online /cleanup-image /restorehealth
