Tom Nook creatures problem

Hello,
I have an issue with being able to give creatures to Tom Nook. He has given me the net and the fishing rod, so far everything is fine. I've caught 5 different insects and fish, but when I go to see Tom Nook, there are no options (phrases) for the creatures!! So I can't unlock Blathers, get the shovel, the axe... I'm going in circles.
Do I need to have finished paying off my house?
Is there a specific sequence I need to follow??
