Program off but "is already running"

Hello,

I have a program that crashed, and now when I try to turn it on again, I get an error message "Is already running" even though it isn't. I don't see it in the activity monitor either. (The software is installed on an external hard drive and not on my Mac; I don't know if that makes a difference)

    Turn off your Mac and restart it
    Do you still have the problem?
    If yes, what program is it?
