So,
are you cut off or not?
If your ISP is Bouygues and you're cut off, they need to contact the infrastructure operator. Depending on whether it's a dense area or not, it can vary greatly.
As a first step, you can report it to the municipal services if there's no outage; they will likely know how to contact the owner of the infrastructure.
