If your subject concerns an image, it's better to post it on the graphic design forum where you're likely to get the following response:
No software allows you to invent what does not exist; if I understand your question correctly (which is quite difficult), you are talking about areas that are hidden. Therefore, it's impossible; no software can create an image that does not exist from scratch...
Reach out to the people who created the image and hold the rights, but apparently, if areas are hidden or blurred, it's because they want it that way...
