Unassigned phone number

Hello,
I'm trying to reach a phone number but apparently it's an unassigned number, even though SMS messages are received and when I call via WhatsApp, it rings.
I don't really understand how this is possible. Thank you for your responses.

Configuration: Android / Chrome 73.0.3683.90

Hello

You can recover your old WhatsApp account on a new number and phone... the WhatsApp account doesn't necessarily correspond to the phone number you are using
