Hello,
When I open Windows Security, here’s what appears in red under Application and Browser Control:
This setting is managed by your administrator
I cannot access ===> Check apps and files
I just performed a scan with ZHP Diag, here is the report:

I think I am infected.

Uninstall all this, it's useless:
Avast Cleanup Premium
Avast Driver Updater
Avast Secure Browser
CCleaner
iCloud
CCleaner is not really useful, even though it's recommended everywhere.
If you want to keep it, disable CCleaner's monitoring, it's unnecessary, it starts up with Windows and slows it down with its incessant cleanings, see: https://www.malekal.com/supprimer-ccleaner-demarrage-windows/
Moreover, you already have Avast Cleanup Premium which isn't much more useful.
There are freezing issues with the latest Windows updates and Avast!.

Apparently you have the paid version.
Personally, I would recommend uninstalling it for Windows Defender.
Avast! installs a lot of unnecessary and bulky software.
