In that case you just need to create an image that matches your screen dimensions and contains the text. You can then use this image as your wallpaper.

To know your screen resolution, right-click on the desktop, then Display settings. The resolution corresponds to the size of your image in pixels.

You can just use Paint to create the image. Here’s how to do it:

- Open Paint and click "File > New"
- Then resize the image and use the text tool:



For an animated image you would need to use a GIF as wallpaper. However it seems that Windows 10 does not natively support GIFs (whereas Windows XP did). There are programs to do this. Info here:

It has to be said that using an animated image as wallpaper (in addition to being unbearable) could reduce display performance.

I don't have time to use GIMP which seems a bit too complicated for me
