I am looking for a 100% free speech synthesis system for visually impaired individuals. There is the Jaws system, but it is excessively expensive.

Hello,
The Balabolka software is pretty good, even though it doesn't allow for live web reading. You can try the portable version to see if it suits you: https://www.commentcamarche.net/telecharger/audio-musique/4495-balabolka-portable/
You'll need to install the French voice.
Otherwise, I'm not familiar with Windows' text-to-speech, but it's free.
