Unable to connect despite fiber building

Hello everyone,

I live in a building from 2014 that was pre-wired. In my previous apartment within the same building, the connection posed no issues, but this time we are struggling. The Orange technician came at the beginning of November and couldn't find the duct that should lead to my apartment in the common areas. And in my apartment, there doesn't seem to be any empty duct, or one with just the infamous orange wire. The technician tried to use one of my ducts to reach the common areas and took one arbitrarily or not, I don’t know (see attached) and his pulling wire got stuck at some point... At the same time, this duct seems to be quite full...



He then wanted to use a workaround and go through the ADSL duct starting from the common areas. And there, we can hear his needle coming into my walls, but since the conduit hasn't been pulled under the electric meter (see attached), we can't guide it to get it under the Linky meter...

So, in the current situation, I find myself without internet... In your opinion, before making any complaints to the landlords for them to ask the property manager anything, is there something to do at the electrical panel level? Is a private electrician authorized to remove this panel to give me better access to the cables, just to find my pulling wire and guide it where I need before he puts everything back in place? I'm desperate here... (and I don’t know anything about this field, or DIY in general...)

yes, of course an electrician is qualified to dismantle your electrical panel, except for opening the meter and the Enedis circuit breaker, but if it's just an overly long conduit, it should be easy to spot and move.
In your second photo, we can't see well what is happening above the Enedis meter and connection circuit breaker, the first photo is completely useless.
Someone must have occupied the apartment before, and they had internet, right?
However, for an apartment that is supposed to be fibered, it's surprising that we only have the DTI.

Well, the person had ADSL, so there wouldn't be any issues with that. The ADSL cable is indeed present and connected. And precisely, the workaround would involve passing the fiber through the same conduit as the ADSL, but as I said, the pull wire doesn't come out and gets stuck behind the electrical panel...

In fact, I'm worried that the conduit supposed to be occupied by the fiber is the messy and overcrowded one from the first two photos... I don't understand how it's set up, it was so simple in the previous place.

But I might have expressed myself poorly, or maybe I misunderstood your response: I actually want the electrician to dismantle everything so that I can access what’s hidden behind the panel where Linky and the circuit breaker are attached (without opening the meters themselves), which would allow me to find my pull wire that comes into my wall but can't seem to come out.

I don't know if there is a sheath designed for fiber, all you see in your first photo are electrical wires.
Another method when you’re stuck is to use the ADSL cable as a fish tape instead of another or to help pull the new one.
In this case, it’s more accurate to run a new telephone cable at the same time as the fiber to replace the one used as fish tape at the same time.
Many fiber installers at Orange use the ADSL cable as a fish tape and don’t even take the care to replace it at the same time as the fiber, which is pathetic, but also shows how keen they are to get rid of their old copper network.
