Photoshop error message: selected area is empty

Hello, while I regularly use Photoshop and copy layers from one file to another every day, the process is blocked today with this error message: cannot move the selection because the selected area is empty. More specifically, I can copy/duplicate the layer in a file as usual, but it becomes impossible to manipulate with this error message. Thank you for your advice!
