Basically, OC = Overclocking. It means that the graphics card is "OC" by default compared to the native frequencies provided by Nvidia on those cards... Nothing more.
They will potentially be more powerful than non-"OC" cards, but also (and especially) more energy-consuming and with a thermal output that could be higher.
