Without knowing which Samsung phone it is, it's hard to say.
Generally, the flashlight can be found in a shortcut in the notification panel that slides down from the top, on models with a recent version of Android.
Additionally, there should be a notification indicating that the flashlight is on; you just need to press the "turn off" button!
